The FCC’s Public Safety and Homeland Security Bureau (Bureau) has issued a Public Notice seeking comment on the effectiveness of the Wireless Network Resiliency Cooperative Framework (Framework) and on a future Commission study on public access to 911 services during emergencies. Specifically, the Bureau invites input on: (1) methods for gauging the Framework’s effectiveness, determining the extent of the Framework’s use, and further promoting awareness of the Framework; (2) ways to facilitate improvements to the Framework, such as soliciting participation from backhaul providers; and (3) a future Commission study on the public safety benefits, technical feasibility, and cost of providing public access to 911 services during emergencies via Wi-Fi access points and other technologies, when mobile service is unavailable. Comments in response to the Public Notice are due by July 16, 2018, and replies are due by July 31, 2018.
