The FCC is requesting public comment on various spectrum rules and proposals pursuant to the Spectrum Pipeline Act of 2015, as amended, in connection with an FCC report due to Congress by November 2, 2018. Specifically, the FCC’s report must contain: (1) an analysis of the results of the FCC’s 2015 rule changes relating to the frequencies between 3550 MHz and 3650 megahertz; and (2) an analysis of spectrum sharing proposals between incumbent and new licensed and unlicensed services for bands of at least 1 gigahertz between 6 GHz and 57 GHz. This request for comment makes no mention of the FCC’s 2017 Notice of Proposed Rulemaking to further change the 3.5 GHz rules to make the band more 5G-friendly following efforts by T-Mobile and CTIA. Comments are due by September 11, 2018 and reply comments by September 26, 2018.
