The FCC has announced the pleading cycle for filing comments and reply comments with regard to its proposal to create the Citizens Broadband Radio Service in the 3550-3650 MHz band. The Commission has proposed to adopt a three tiered licensing framework that provides users with varying levels of interference protections. The three tiers include the Incumbent Access tier, Priority Access tier, and General Authorized Access tier. The Commission also proposed that spectrum be assigned and coordinated through a spectrum access system (SAS) which is a geo-location enabled dynamic database. Comments on the Commission’s proposed rules are due July 14, 2014 and Reply Comments are due August 1, 2014.
