Carolina West Wireless, LLC has filed a Petition for Waiver of the FCC’s 2011 USF Transformation Order by which it seeks to receive supplemental high-cost universal service support. Carolina West, a CETC and legacy high-cost support carrier operating in rural and remote areas of western North Carolina, will have its legacy high-cost support stripped away with the commencement of the 5G Rural Fund. Carolina West argues in its Petition that even if it wins support at a 5G Rural Fund auction, such support will only subsidize its capital costs and it will not be able to cover the continuing and ongoing operating losses in its service areas. Carolina West has thus requested a certain amount of support to cover its ongoing operating expenses over the next number of years.
