A Connect America Fund (CAF) Phase II Technical Guide has been released by the FCC’s Rural Broadband Auctions Task Force, Wireline Competition Bureau and Wireless Telecommunications Bureau to provide detailed information regarding the FCC’s proposed bid procedures for the $2B CAF Phase II auction (Auction 903) planned for 2018. The guide was released concurrently with the FCC’s comprehensive Public Notice proposing auction procedures and program requirements for Auction 903, particularly to assist potential bidders that have never participated in an FCC auction. Separated into eight sections, the guide offers a bidding overview; specific details regarding reserve prices, geographic areas, activity rules, carried-forward bids, bid processing, and bid calculations; and an illustrative example.
