In a unanimous vote, the FCC has proposed procedures for implementing its Connect America Fund (CAF) Phase II reverse auction in 2018 to authorize just under $2 billion of support over 10 years in high-cost areas. The Public Notice, which has not yet been released but was made available as a draft last month, details a number of proposed procedures including minimum geographic area for bidding (census block groups), bidding procedures (multi-round, descending clock auction), reserve prices, and long-form and short-form application details. Comments on the CAF2 Public Notices will be due 30 days from the item’s release.
