The Wireless Telecommunications Bureau has asked for comment on AT&T Mobility Spectrum LLC’s (AT&T) October 11, 2016, request for waiver of FCC Rule Section 27.14(g) which requires it to meet specific geographic coverage requirements by interim and final construction deadlines. AT&T holds the license for the Lower 700 MHz B Block in the Wade Hampton, Alaska, Cellular Market Area (CMA315) and is required to provide coverage to 35 percent of the geographic area of the license by December 13, 2016, and 70 percent of the geographic area of the license by June 13, 2019. AT&T requests that the FCC replace the geographic-based benchmarks for the license with population-based benchmarks, and proposes a requirement of coverage to 40 percent of the cellular market area population at the interim and 70 percent of the population at the final deadline.
